JOYCE BANDA’ 5 MONTHS ADVANCE KNOWLEDGE OF THE CAPITAL HILL LOOTING RAISING MORE QUESTIONS THAN ANSWERS.

JB raising more questions than answers.

Ladies and gentlemen, enough has been said and will be said in the midst of so much confusions and revelations since the Budget Director in the Ministry of Finance was shot in Malawi on 17^th September, 2013. Traps and scapegoats have been tabled by the ruling class but one interesting fact among those followers of the ruling Peoples Party of President Joyce Banda, civil servants and popular Malawians lies in the ideas so far gasped and the aftermaths in connection with the looting at Capital Hill since the Heart of Malawi’ economy was shot in what is believed to be an assassination attempt.

Just as the stream of ideas operates in a strange way resembling a seed, every idea you have in relation to the Mphiyo’s shooting and looting at Capital Hill has its own divine time to grow and mature. For instance, the moment a maize germ is sown in Malawi, it begins to grow and becomes fully grown in 90 days but that does not represent that each seed maturity comes in a 3 months period .Such being the case, different kinds of ideas have different maturity periods in all of us.

As my ideas in relation to the Mphiyo’s shooting and looting at Capital Hill have presently matured, it has come to my observation  that Joyce Banda serving as the President of the Republic of Malawi knew of this looting some 5 months ago (JB Knew the Plunder  5 Months ago-Nation on Sunday of 6^th October,2013.Page 2-By Rex Chikoko) raising more questions to the ongoing financial saga which has so far attracted an eye of the donor community with  others  pulling out aid to Malawi as has been the case with Germany.

To be more inquisitive, if indeed Joyce Banda knew of the looting in May 2013 and summoned MoF Hon Ken Lipenga, Deputy Auditor General Rex Chiluzi, former BD Dalitso Kabambe, former Accountant General Dorothy Banda and some officers in the OPC which serves to be the Office of Joyce Banda. How would she allow the loot to take place instead of sealing those loopholes she noted with the whole financial sector in her administration? Some kind of a big joke and an insult to the integrity of Malawians. To my observation this surely means 2 things; either Joyce Banda is part of the looting at capital hill or she wants to clean herself the mess she is in.

In addition to that, there is a contradiction between  the 5 months advance  knowledge of Joyce Banda of the looting at Capital Hill and what the Minister of Finance Ken Lipenga  said. The Minister of Finance told one of the local papers in Malawi that he did not know of the whole   scheme in his ministry and was defending something he did not have full facts about against the remarks of his boss who knew this loot timely? This is food for thought that is raising an alarm again. Is Ken Lipenga telling Malawians that what Joyce Banda said to have known the looting 5 months ago and summoned him   is a lie as he is not fully aware of the looting? In case JB really summoned him as stated in the local news, was their discussions parallel to this looting as this servant (Ken Lipenga ) isn’t aware of his master’s (JB) knowledge of the looting? This is also something very interesting making Malawians to be thinking stupid.

Just as good as the state president knew of the plunder prematurely, she did the same with the shooters of Mphwiyo. Madam President knew who shot the budget Director and possibly why .More surprisingly, as soon as the BD was shot, a lot of revelations have come out from the capital hill and the big questions remain, ”Is the looting at Capital Hill connected to the shooting of the BD?” So if Joyce Banda knew these shooters and the looting on time, what did she do to stop them than allow the whole shady dealings come out? Is she also connected with the shooting or the looting? I reserve my answer but the maturity of my idea is proving otherwise.

As observed by the Observer, with the intelligence of the president to all these incidents happening in Malawi, should we say the president empowered and entrusted these civil servants and some party officials to be looting under her consent and protection? Joyce Banda’ 5 Months Advance Knowledge of the Capital Hill Looting is simply Raising More Questions than Answers:

1)      With the knowledge of the president ; On 7^th September,2013-Patrick Sithole who works as an accounts assistant in the Ministry of Environment and Climate Change was arrested with hard cash equal to 120 Million Kwacha.

2)      With the knowledge of the president; on 13^th September, 2013-Paul Mphwiyo who works as the Budget Director in the Ministry of finance was shot.

3)      With the knowledge of the president; Joyce Banda herself claimed that she knew those who shot the BD and possibly why.

4)      With the knowledge of the president; on 1^st October,2013-Rosevelt Ndovie who works as the PS at the Accountant General Office was arrested and found with 13 Million Kwacha.

5)      With the knowledge of the president; on 2^nd October,2013-Martha Banda who works as the Accounts Assistant at the Accountant General Office was arrested and found with 7.8 Million kwacha.

6)      With the knowledge of the president; on 4^th October, 2013-Frank Mwanza who works as the PS at the Office of President and Cabinet (OPC) whose boss is Joyce Banda and Finance ministry of Ken Lipenga falls in the same office was arrested by ACB for making 3 payment totaling to 1 Billion Kwacha to companies that have no contracts or supplies anything to the govt.

With all those ideas flowing in our minds happening under the consent of the sitting President Joyce Banda. This is raising more question than answers to why the president let all that happened under her knowledge despite bearing the consequences this may bring to her government as well as the general populace. Should we say JB is part and parcel of all these financial malpractices? It’s a great insult to Malawians for the ruling Peoples Party and some government officials now to come in the open to declare that all we are having now is a “breakthrough” and dealing with corruption. Do not let Malawians think stupid otherwise we will conclude otherwise from the Presidents conducts.
